Mr. Michael Mangelson, Senior Counsel for China IP Policy (former IP Attaché, U.S. Consulate General Shanghai), and Mr. Tony Caputa, Senior Quality Advisor, from the US Patent and Trademark Office (USPTO) , accompanied by Mr. Phillip Loosli,Economic Officer of the American Institute in Taiwan (AIT), and Ms. Lisa Yang,Specialist of AIT, visited the Intellectual Property Branch of the Taiwan High Prosecutors Office (in the newly renovated Boyi building) at 11:20am, on November 8, 2019.

There was a meeting chaired by Head Prosecutor Chen Wen-chi. Prosecutor Lo Hsueh-mei, Prosecutor Chung Feng-ling, Prosecutor Chu Shuai-chun and Prosecutor Sun Chi-wei participated in the discussion.

Mr. Michael Mangelson appraised the hardworking performance by Taiwan’s judicial authorities to combat IP infringers. He is deeply concerned about the investigation and enforcement of digital piracy, especially the infringing websites hosted on overseas servers, the speed and proficiency of the trade secrets cases dealt with by judicial authorities, and the rate of progress of the Bill which will allow prosecutors to issue a protective order for trade secrets during litigation. Unfortunately, the bill is currently stalled in the Legislative Yuan. Finally, responding to the training program mentioned by Head Prosecutor Chen Wen-chi , Michael Mangelson and Phillip Loosli suggested that it happened next year with their help. This could be in the form of the Taiwan-U.S. Seminar held in April this year with more participants.

The meeting ended at 12:10.
